Dr. Younis Al Khatib receives the Minister of Prisoners and Ex-Detainees' Affairs and pledges more support for detainees, freed prisoners and their families

Al Bireh- PRCS President Dr. Younis Al Khatib affirmed that PRCS programs and services target the entire Palestinian population, including detainees, in line with the Society’s patriotic and humanitarian role.
Dr. Al Khatib was speaking at a meeting held at PRCS headquarters in Al Bireh on the 7th of February 2010 with Mr. Issa Qaraq’e, Palestinian Minister of Prisoners Ex Detainees’ Affairs, accompanied by a delegation of the Ministry’s Directors. He underlined the key role played by PRCS at the service of detainees ever since its inception and prior to the advent of the PNA, adding that the Society’s current role is limited to coordinating visits to detainees in Israeli jails, in cooperation with the ICRC.
Al Khtaib underlined the importance of the cause of detainees. PRCS is always ready to harness its capacities to serve detainees, in line with its resources, and in a clear, effective and systematic manner, he said. “PRCS is willing to allocate seats in its EMS school for liberated detainees. It stands ready to provide detainees with psychosocial support and rehabilitation services, and is willing to participate in the Ministry’s Consultative and Legal Committee, building on the experiences of the Society’s IHL Department”, he added.
Minister Qaraqe’ underlined the importance of working in an institutionalized and systematic manner to rehabilitate liberated detainees and to ensure a decent life for them and their families. He detailed the services provided by his Ministry to prisoners, detainees, liberated detainees and their families.
“We must organise and institutionalize our work in order to serve Palestinian detainees in Israeli jails, liberated prisoners and their families, and in order to safeguard their rights given the huge and valuable sacrifices they have made”, he added. Ministries and the private sector must provide jobs, training and rehabilitation services for detainees in order to help them, to strengthen society and to build an integrated and mutually supporting community.
Both parties discussed means to enhance cooperation and to ensure that PRCS plays a leading role in providing exceptional services to detainees and their families. They agreed to establish a joint technical committee to discuss means to enhance cooperation and to employ the necessary mechanisms to activate this cooperation in order to serve detainees and their families.
